Dear Ms Birch,
I refer to your e-mail dated 02/03/2015 in which you make a request for access to
documents, registered on 02/03/2015 under the above-mentioned reference number. I
also refer to my letter of 09/03/2015 on the extension of the deadline due to the large
number of documents to be assessed.
First, I would like to inform you that concerning the list of meetings that Commissioner
Oettinger and his Cabinet members had with stakeholders, the list is available on the

Concerning the other parts of your application, we have started to collect the documents
you have requested. The handling of your request involves the assessment of a very
voluminous set of documents to be analysed in accordance with the provisions of Article
4 of Regulation 1049/2001. It is therefore proving very burdensome and hard to manage
for our services to carry out this task without a reasonable narrowing of the scope of your
request.

The Regulation 1049/2001 provides for a possibility to confer with applicants in order to
find a fair solution when an application concerns a very large number of documents.
Article 6(3) provides that "
in the event of an application relating to a very long document
or to very large number of documents, the institution concerned may confer with the
applicant informally, with a view to finding a fair solution".
Based on this we would kindly ask you to consider narrowing the scope of your request,
so as to reduce it to a more manageable amount of documents. In particular, we would
like to ask for
- the specification of the concrete, limited number of stakeholders in which you are
interested (instead of using the term 'stakeholders') e.g. names of organizations, and
- to specify more concretely those limited number of topics in which you are interested in
(instead of referring to all the topics that are in the Commissioner's current portfolio) e.g.
copyright.
