Meetings on Azerbaijan and hydrogen
Dear European External Action Service,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- All documents—including but not limited to correspondence, emails, agendas, minutes, notes (hand written or electronic), audio or video recordings, verbatim reports, operational conclusions, read-outs, lines to take, briefings, and presentations—related to meetings between EU Commission staff and Azerbaijan government officials mentioning hydrogen and Azerbaijan (potential, projects, developments, financing etc) between January 2023 and the date the request is dealt with.
- All documents—including but not limited to correspondence, emails, agendas, minutes, notes (hand written or electronic), audio or video recordings, verbatim reports, operational conclusions, read-outs, lines to take, briefings, and presentations—related to meetings between EU Commission staff and gas industry stakeholders (including but not limited to SOCAR, TAP AG, BP, Fluxys, Snam, Enagas, Eni, Equinor, Uniper, EBRD) mentioning hydrogen and Azerbaijan (potential, projects, developments, financing etc) between January 2023 and the date the request is dealt with.
I would like to make clear I prefer you produce the documents on a rolling basis. At no point should the Commission's search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I would expect the partial release of documents in case of partial exemption according to article 4.6. I reserve the right to appeal.
Please confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.
Yours faithfully,
Pascoe Sabido

Dear EEAS ACCESS TO DOCUMENTS,
This response is now long overdue, with the new deadline now passed. By law, under all circumstances, EEAS should have responded by now.
Please can you update the status of this request, and provide a date when I should expect the documents.
And if any documents have already been identified, please release them on a rolling basis rather than waiting for them all to be ready for disclosure.
Yours sincerely,
Pascoe Sabido
