Dear Mr Negreanu Arboreanu,
FuelsEurope is the association representing the interest of 40 companies operating in Europe,
accounting for almost 100% of the EU refining capacity as well as a growing production of renewable
fuels in Europe.
The sector we represent focuses on the manufacturing and distribution of liquid fuels and products for
mobility, energy & feedstocks for EU industrial value chains, and it is committed to contribute to the
EU’s 2050 net-zero target.
Ahead of the upcoming EU elections and the new Institutional cycle, setting up a successful regulatory
outlook is of utmost importance. Swift action is needed now to transition away from fossil fuels in a just,
circular and equitable manner to build an economy that works for people and the planet. In order to
achieve this, we are committed to contribute to your mission to tackle global warming by promoting the
use of innovative decarbonisation technologies. In order to mitigate the impact of climate change, the
EU needs to leverage on the innovation offered by our sector, gradually replacing fossil with sustainable
raw materials and supplying renewable fuels and products. Becoming climate neutral by 2050 can be
achieved in a responsible way avoiding disruptions in energy supply to the EU economy and citizens.
Our industry offers multiple opportunities to contribute to the EU’s zero-emission efforts and to be a
part of the solution.
Below we propose some key recommendations in view of the next Institutional
cycle, focusing on 3 main subjects: i)
transport decarbonisation, ii)
The Renewable and Low-Carbon
Fuel Value Chain Alliance, and iii)
social dimension of the transition.
Regarding
transport decarbonisation, we believe that
there is no silver bullet to decarbonise the
transport sector. Only a combination of both electrification and other low-carbon technologies –
including sustainable, renewable fuels - can be effective to successfully decarbonise aviation, maritime
and road transport while ensuring our citizens access to energy and to mobility and keep the industry
competitive.
x
The availability of multiple pathways, relying on mature and affordable technologies
reinforces long-term planning by providing more safeguards against market disruptions,
consumer cost increases and raw material shortages.
x The potential
availability of sustainable biomass, mostly sourced in the EU, is more than
sufficient to support a production of sustainable biofuels (Annex IX part A and B of the RED) to
cover a substantial part of the future demand of liquid fuels for all transport modes[1].

Regulators should recognise the GHG benefits of non-fossil fuels. The tailpipe approach used in
CO₂ standards regulations has the severe drawback of accounting only for CO₂ emitted during
the use of the vehicle. According to this approach, all Battery Electric Vehicles (BEV) and
hydrogen-powered vehicles are considered zero-emission. However, both fuels and electricity
used in transport result in CO₂ emissions in the production phase.
x Current
regulations are also blind to the CO₂ emissions associated to the manufacturing and
disposal of the vehicle. We see this as a fundamental shortcoming, equivalent to a mandate for
certain technologies and potentially leading to a sub-optimal solution to the decarbonisation
objective.
x It is essential to differentiate between ICE vehicles running on renewable rather than fossil fuels.
Therefore, any future revision of the CO₂ standard in light and heavy-duty vehicles regulation
should recognise the ‘circularity’ of CO₂ emissions produced by vehicles running on
sustainable biofuels, biogases and synthetic fuels. These vehicles should be considered “net-
zero emissions vehicles” for the purpose of the CO₂ standards regulation.
x The above consideration should be taken into account in the upcoming revision on for the LDV
and the HDV CO2 standards
Regarding the
Renewable and Low-Carbon Fuel Value Chain Alliance, as a part of the Alliance’s
Secretariat and of the Steering group,
FuelsEurope wants to bring together all the players in the
renewable and low-carbon fuels value chain to contribute and help making this initiative deliver
concrete results (such as a “pipeline of projects”) in the decarbonisation of the transport sector.
FuelsEurope is strongly committed to the success of the Alliance, and calls for its continuation in the
next Commission term, attracting new potentially interested stakeholders[2] .
Finally, we want to bring
attention to the social dimension of the transition and its effects on
employment, energy poverty, affordable mobility. FuelsEurope commissioned the Study “Low-carbon
mobility with renewable fuels – Affordability and accessibility of passenger cars for EU-consumers”[3] to
address some of the concerns coming from the consumer’s side regarding the decarbonisation of
transport, such as energy poverty.
x
The study concluded that a combination of electrification and other low-carbon technology
options for cars and vans would allow a faster decarbonisation of road transport, while
benefitting the European economy, its industrial system and the whole society.
x The Study shows
how limiting policy options would lead to incomplete portfolio of
decarbonisation technologies, increasing the mitigation costs for the EU consumer, Member
States, and the EU economy as a whole.
x It will be
essential that regulators support the contribution of renewable and low-carbon fuels
as a cost-effective way for the European economy to decarbonise and as an alternative/option
to support a socially fair and just transition for the citizens and the businesses. This would be
coupled with the opportunities that may arise if legislation – such as the Net Zero Industry Act[4]

- would be able to promote the conversions/repurposing/upgrading of existing refinery assets
for the production of low emission fuels/energy.
In this context,
we would be delighted to have the opportunity to discuss more in detail with you, and
your colleagues, the conditions through which our sector can assist you in making the EU become the
first climate neutral continent.

Transition of Liquid Fuels and Products to promote the EU leadership in innovation on sustainable
biofuels and synthetic fuels while enhancing the security of supply and the EU strategic autonomy. We

environment and increase the competitiveness of the EU economy.
