JUST-ACCES-DOCUMENTS@ec.europa.eu,

Dear Sir,

We are writing concerning your request for access to Commission documents
registered on 13 May 2026 under case number EASE 2026/2501.

We are currently working on your request. However, we have not yet been
able to gather all the elements necessary to carry out a full analysis of
your request. We will not be able to send you the reply within the
prescribed time limit expiring on 8 June 2026, as the request concerns a
broad range of documents and covers a period of several months.

Therefore, in line with Article 7(3) of [1]Regulation (EC) No 1049/2001,
we need to extend this time limit by 15 additional working days. The new

JUST-ACCES-DOCUMENTS@ec.europa.eu,

Dear Sir,

We are writing concerning your request for access to Commission documents
registered on 13 May 2026 under case number EASE 2026/2501.

We are not able to identify the requested documents based on the
description given in your request.

You requested “all correspondence including attachments (i.e. any emails,
correspondence or telephone call notes) between external stakeholders
(including companies, think tanks, consultancy firms, trade and industry
associations, etc.) and unit JUST. A.3 at DG Justice on 'EU Inc.' / '28th
regime'” for the period starting from 1 September 2025. This period
partially covers the feedback and consultation period for the call for
evidence and the public consultation on the 28^th regime.

In line with Article 6(2) of [1]Regulation (EC) No 1049/2001 regarding
public access to documents, we invite you to clarify if your request
extends to the feedback received in response to the call for evidence and
the public consultation.

The 15 working days to reply to your request will start running only when
you reply to this message. If you do not reply within 7 working days, we
will close this case in line with our detailed rules for the application
of Regulation (EC) No 1049/2001.

Kind regards,

JUST.A3

Dear DG Justice and Consumers (JUST.A3),

thank you for your message regarding my request for access to documents (case number EASE 2026/2501).

I herewith clarify that my request does NOT extend to the feedback received in response to the call for evidence and the public consultation.

You mentioned that "the 15 working days to reply to your request will start running only when you reply to this message". I have now responded and clarified within 30 minutes of receiving your message. I therefore trust that your question of clarification will not result in a further delay in your handling of my request for access to documents. There would seem to be no justification for adding another 15 working days to the process. Thanks in advance.

Kind regards,

Yours faithfully,

Olivier Hoedeman

Dear Mr Hoedeman,

Please find attached a message concerning your request for access to
Commission documents registered under the above case number 2026/2501.

Kind regards,

JUST A3

Dear Mr Dionisie,

thanks for your message of 20/7 2026 (Ref. Ares(2026)7178512) about our request for access to documents EASE 2026/2501. You mention that the request “concerns a very high number of documents, including meeting minutes, position papers and other feedback received” on the 28th Regime and that the scope of the request must be reduced. You also ask us to specify the objective of the request and our specific interest in the documents requested.

Our objective is to assess the positions of lobbyists seeking to influence the Commission’s decision-making process regarding EU Inc. / the 28th Regime, and to analyse their interactions with the Commission during the final stage of the decision-making process. The proposed EU Inc. / the 28th Regime is a flagship policy initiative of the second von der Leyen Commission and has sparked concerns about the risk of social dumping and potential erosion of national labour laws. Clearly, there is a strong public interest in determining which stakeholders have sought to influence this high-profile legislation and how they have done so.

We regret that the scope of the request must be reduced, which means we will not get the opportunity to gain a full overview of the lobbying by different types of stakeholders. Responding to your call for us to narrow down the scope, we would like to focus the request on trade and business associations (instead of: “external stakeholders including companies, think tanks, consultancy firms, trade and industry associations, etc.”) and on the period starting from 01/11/2025 (instead of 1/9 2025).

The revised, limited request is therefore as follows:
- all documents - including but not limited to e-mails, reports, minutes, etc. - related to meetings on 'EU Inc.' / the '28th regime' between trade and business associations and unit JUST. A.3 at DG Justice.
- all correspondence including attachments (i.e. any emails, correspondence or telephone call notes) between trade and business associations and unit JUST. A.3 at DG Justice on 'EU Inc.' / '28th regime'.
The request covers the period starting from 01/11/2025.

We had already clarified that the request did not concern documents received as part of the European Commission’s public consultation on the 28th Regime.

Yours faithfully,

Olivier Hoedeman
on behalf of Corporate Europe Observatory (CEO)

Dear DG Justice and Consumers,

it's now four weeks ago that I sent you the revised, far more limited version of our access to documents request EASE 2026/2501.

In the light of our cooperation with your request to scale down the request and the fact that the original request was submitted 16 weeks ago, I would be grateful if you can provide us with a swift response.

Yours faithfully,

Olivier Hoedeman
Corporate Europe Observatory (CEO)

Dear DG Justice and Consumers,

Please pass this on to the person who reviews confirmatory applications.

I am filing the following confirmatory application with regards to my access to documents request 'Meetings with stakeholders on 'EU Inc.' / 28th Regime' (EASE 2026/2501).

It's now six weeks ago that I responded to your request for a revised, more limited version of our access to documents request. Since then I have heard nothing about your handling of this case. This clearly violates the deadlines outlined in Regulation 2001/1049 about public access to documents.

In the light of our cooperation with your request to scale down the request and the fact that the original request was submitted more than four months ago, I would be grateful if you can provide us with a very swift response.

A full history of my request and all correspondence is available on the Internet at this address: https://www.asktheeu.org/request/meeting...

Yours faithfully,

Olivier Hoedeman
on behalf of Corporate Europe Observatory (CEO)
