Meetings with the textile and advertising industry related to the French draft bill aimed at reducing the impact of the textile industry

Cécile Marchand made this access to documents request to Environment Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was successful.

Dear Environment,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1- All correspondence (including email, SMS, Signal and WhatsApp), briefings, minutes of meetings, since 27th June 2025 between Commissioner Jessika Roswall, and/or her cabinet and her cabinet's officials, or any other members of DG Environment, with representatives from European Branded Clothing Association (EBCA) or their members or with PR companies or law firms representing them, related to the French draft bill aimed at reducing the impact of the textile industry, notified to the European Commission (TRIS 2025/0336/FR).

2 - In particular all preparatory documents, briefings shared after the meeting and detailed notes related to the meeting between Aurel Ciobanu-Dordea, ‘Competitive Circular Economy & Clean Industrial Policy’ and Karolina D'Cunha, acting Head of Unit ‘From Waste to Resources’, and EBCA, H&M and Zalando on 4 September 2025, and to the meeting with was eventually agreed to meet fashion CEOs on their visit to Brussels in November.

3 - All correspondence (including email, SMS, Signal and WhatsApp), briefings, minutes of meetings, since 27th June 2025 between Commissioner Roswall, and/or her cabinet and her cabinet's officials, or any other members of DG Environment with representatives from the advertising industry, related to the French draft bill aimed at reducing the impact of the textile industry, notified to the European Commission (TRIS 2025/0336/FR).

I would like to make clear I prefer you produce the documents on a rolling basis.
At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.

To the extent possible, I would prefer the documents in electronic format.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. I reserve the right to appeal.

Please confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.

Yours faithfully,
Cécile Marchand
