Subject: Your application for access to documents – Ref EASE 2023//7510
Dear Ms Bulman,
We refer to your e-mail of 22/12/2023 in which you make a request for access to
documents, registered under the above-mentioned reference number.
In your application you request access to documents which contain the following
information:
1. A letter from the EU Commission to the Committee on Civil Liberties, Justice and
Home Affairs on 20 October 2023 states: “The objective is to hold an EU-Tunisia
Association Council by the end of the year to tackle many aspects of the bilateral
partnership, including the situation of human rights and fundamental values in the
country”. Please provide the minutes from this meeting.
2. “Two programmes were signed at the beginning of October with the UNHCR and
IOM for respectively €8m and €13m to support Tunisia on protection and assisted
voluntary returns to countries of origin”. How many voluntary returns facilitated by the
IOM or UNHCR have taken place from Tunisia in each month of 2023? Please provide a
breakdown of nationalities for each year.
3. “In order to keep track of the spending, ensure its efficiency and its compliance, the
European Commission monitors its programmes through several means, including
regular reports from implementing partners, external evaluation, verification missions
and specific results-oriented monitoring exercise. The EU Delegation in Tunis is in
contact with the Tunisian MoI as part of the ongoing partnership”. Please provide:
a) Copies of the “regular reports from implementing partners” referenced above from the past
year
b) All “external evaluation” reports referenced above from the past year
c) All documentation relating to the “verification missions” referenced above from the past year

d) All documentation relating to the “specific results-oriented monitoring exercise” referenced
above from the past year
e) Any correspondence that has taken place between the EU delegation in Tunis and the Tunisian
Ministry of Interior as part of the “ongoing partnership” referenced above from the past year
We regret to inform you that DG HOME does not hold any documents that would
correspond to the description given in your application. The information requested is not
included in any existing document. Given that we do not hold any such documents,
DG HOME is not in a position to comply with your request for access.
In accordance with Article 7(2) of Regulation (EC) No 1049/2001, you are entitled to make
a confirmatory application requesting the Commission to review this position.
Such a confirmatory application should be addressed within 15 working days upon receipt
of this letter to the Secretariat-General of the Commission at the following address:
