mitigation measures against privatisation of Schengen area security through oligopolies

Dear Migration and Home Affairs,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

* any analysis, drafts documents, meeting minutes where DG HOME addressed the risks of oligopolies entrusted with the Schengen area security;

by oligopoly reference is made to this European Research Council (ERC) grant 819213 published: www.statewatch.org/analyses/2022/funds-f... that lists the private companies awarded with security contracts (Sopra Steria, Atos, Accenture, NTT Data) or reduced number of IT solutions suppliers (Idemia, IBM, HP)

* any document, email exchanges or minuted meeting where DG HOME raised this point with eu-LISA and or Frontex ?

* any document or exchanges between DG HOME and DG COMP to address the matter of nonexistent or highly restricted access to market to any other private contractor than the happy few ?

* any risk assessment of deploying Schengen IT solutions only on IBM and Idemia technology (as biometrics monopoly) ?

Kindly revert with any such drafts, documents, messages circulated among DG HOME, DG COMP, eu-LISA and Frontex on this matter.
