Modernisation Fund - Assessment of the expected emission reductions for some of the projects
Dear Sir/Madam,
Under Regulation 1049/2001 and Regulation 1367/2006, as amended by Regulation 2021/1767, I am requesting any document that contains the following information on the EIB's operations concerning Modernisation Fund (MF):
1. EIB's Assessment of the expected GHG emission reduction justifications provided by Romania for the following non-priority projects financed from MF:
MF 2023-2 RO 1-001 – Gas Transmission Pipeline to supply Mintia Plant
MF 2023-1 RO 1-001 – Gas Transmission Pipeline Black Sea-Podisor
MF 2023-1 RO 1-002 – IC Recommendations – Gas Transmission Pipeline Ghercești-Jitaru
I kindly ask you not to refer me to the documents that are already publicly available on the Modernisation Fund website.
I would prefer it these documents be delivered in electronic format.

We refer to your message of 1 March 2024 addressed to the European Investment Bank (EIB) requesting a copy of the EIB’s assessment of the expected emission reductions for a number of non-priority projects financed from the Modernisation Fund (MF). We also refer to our acknowledgement of receipt of the same date and to our follow-up message of 21 March 2024. Your message has been handled on the basis of the EIB Group Transparency Policy (EIB-TP) [1], which applies to these requests addressed to the EIB.
Please find attached to this message a copy of the EIB due diligence reports of the projects concerned containing the requested information. Information contained in these documents which falls outside the scope of your request and/or cost-related information which, if disclosed, would undermine the commercial interests of the parties concerned [2] has been redacted and replaced by the symbol “[…]”. No overriding public interest has been found to exist regarding the redacted information that would prevail over the applicable disclosure exception [3].
