Negotiation of working arrangements with Morocco and Mauritania
Dear European Border and Coast Guard Agency,
In the MANAGEMENT BOARD DECISION 36/2021, dated 16 June 2021 [1], the Executive Director of Frontex was authorized by the Board to negotiate working arrangements with authorities within multiple third countries, including the Islamic Republic of Mauritania and the Kingdom of Morocco.
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- all correspondence between Frontex staff, and authorities in the countries of Morocco and Mauritania, in relation to negotiations related to the establishment of working arrangements with competent authorities in said two countries, including copies of potential drafts of working agreements, if such drafts have been shared

Dear Frontex Transparency Office,
Thank you for your reply. For context, I would like to refer you to the EU Draft Action plan for Morocco dated October 7th, 2021 [1]. In it, the Commission states that:
"The EU welcomes the strategic dialogue with Frontex and looks forward to discussing next steps for structured cooperation between the agency and the Moroccan authorities on issues such as situational awareness, risk analysis, training, operational cooperation. The EU invites Morocco to further strengthen cooperation with this agency, including by signing a working arrangement,"
It is also not difficult to imagine that Frontex would be engaged in similar dialogue with the Mauritanian authorities.
Therefore, as part of this application, I am requesting all correspondence, including emails, letters and attachments, between Frontex Staff, and authorities in both countries, related to the topics listed above.
With regards to timeframe, please feel free to limit the range to the period from 2021-01-01 until today.

One addendum to the previous message, to help clarify my request. I apologize in advance for the inconvenience caused by this.
Correspondence should not be limited to written communication only, but should also include records of meetings, minutes of meetings, participants' list, and reports from meetings, whenever available, provided they relate to the topics listed above. Attachments should include copies of potential drafts of working agreements, if such drafts have been shared outside Frontex.
