Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- A declaration of interest or any other financial statement provided by Mr Ignazio Angeloni in regard to the paper on the digital euro he produced for the European Parliament on behalf of the ECON committee.

- All exchanges with Mr Angeloni in regard to the paper. This is meant to include the contract for the study, the commissioning proposal from the Parliament, e-mails, etc.

I note that my request does not pertain to the private life of Mr Angeloni, but his professional conduct. I make this request as a journalist looking into possible cases of misconduct and corruption. Therefore I argue that the exception under Article 4 (1.) (b) under Decision ECB/2004/3 regarding the access to documents does not apply in this case.

Thank you for contacting the Transparency Unit of the European Parliament.

Further to your application under [1]Regulation (EC) No
1049/2001, requesting public access to declarations of interest or any
other financial statement submitted by Mr Ignazio Angeloni, as well as any
exchange with Mr Ignazio Angeloni in connection with the Paper on the
digital euro he was commissioned by Parliament's ECON Committee, six
documents have been made publicly available on Parliament's Public
Register of Documents, you can find them [2]here.

In particular, we identified and published:

-         The signed Award Letter for the Paper,

-         The signed Order Form and Terms and Conditions,

-         A declaration of pre-existing rights to the deliverables under
the contract,

-         The signed Information Form,

-         The signed Evaluation and Approval Form.

For your information, the Paper on the digital euro has been commissioned
following a public procurement procedure, for independent expertise to
assess the European Central Bank's progress reports on the digital euro.
Six contractors were chosen to submit expertise assessments to the ECON
Committee in order to stimulate the debate and present a wide array of
views in relation to the topic. Both economists and legal experts were
contracted for this purpose. All procurement procedures were ex-ante
verified by randomly assigned financial verifiers before being signed. All
contractors were requested to sign a Declaration of Financial Capacity,
Professional Independence and Absence of Conflict of Interest (point 5 in
the Information Form above). Designated officials of the European
Parliament carried out due diligence on the contractors, researching for
competence, lack of conflict of interest, availability and expertise in
the policy area, as evidenced by the Evaluation and Approval Form.

On this basis, Parliament considers your application handled and the
