Dear Mr Pérez Sangiao,
We refer to your e-mail dated 24 November 2020 in which you make a request for access
to documents, registered on the same date under the above-mentioned reference number.
We also refer to our letter of 15 December 2020 extending the time limit to respond to
your request according to Article 7(3) of Regulation (EC) No 1049/2001.

Scope of your request
In your request, you ask, on the basis of Regulation (EC) No 1049/20011 access to:
‘Each and every one of the Coronavirus vaccination plans submitted by each and every
Member State to the Commission. I also request a copy of each and every
communication in which the Member States sent these vaccination plans.’
2.
Identification and assessment of relevant documents
As of the date of your request (24 November 2020), we have identified 5 documents that
fall within the scope of your request.
You will find attached a table listing the identified documents and summarising the
outcome of the assessment carried out on the basis of Regulation (EC) No 1049/2001.
Having examined all the documents under the provisions of Regulation (EC) No
1049/2001, we have come to the conclusion that:
Full access is granted to the vaccination plans from Germany, Austria and Spain
(documents 2 to 5).

Partial access is granted to the e-mail from Germany transmitting the English
version of the German vaccination strategy (document 1).
We would like to inform you that there was no formal obligation for the Member States
to submit their vaccination plans. Nonetheless, some Member States submitted their
vaccination plans informally. Besides, most vaccination plans of the Member States are
publicly available.

Means of redress
