Dear Internal Market, Industry, Entrepreneurship and SMEs,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- the policy brief, briefing book or any other similar document that has been prepared for the incoming Commissioner Séjourné, with the aim of summarising policies under his competence and areas requiring future political decisions or next policy steps for the current mandate

From publicly available data, I understand that this is a customary practice, which has taken place under previous Commission mandates and continued under the current one. This is my second request for this document. DG GROW has already responded that they are not in possession of such a document, but this may have been due to how I described the request previously.

Could you please take another look for a document prepared by DG GROW, similar to the one disclosed by DG Environment?

As mentioned on your email below, you submitted a request for access to the same document on 15/05/2025. That request was registered under case number 2025/2689. The European Commission replied to that request on 02/07/2025, reference Ares(2025)5308933. DG GROW replied that it did not hold any documents.

In your new request for access to the same document, i.e the same briefing book with a different wording. However, given it is still the same document you seek, and DG GROW does not hold this document, we have to uphold the same reply. Consequently, we refer you to the decision of the Commission of 02/07/2025, reference Ares(2025)5308933. That decision concludes that access to the document you request cannot granted since DG GROW is not in a possession of such document.
