Thank you for contacting the European Court of Auditors (ECA).

As a foreword, please note that your request for access to documents has
been processed in accordance with Article 6 of Decision No 12/2005 of the
Court of Auditors regarding public access to Court documents (as amended
by Court Decision No 14/2009) (altogether, "the ECA's Decision on access
to documents"). Regulation 1049/2001 regarding public access to European
Parliament, Council and Commission documents is not applicable to our
institution.

We would like to inform you that our institution is responsible for
auditing the EU’s finances. Pursuant to Article 287 of the Treaty on the
Functioning of the European Union, we examine the legality and regularity
of the EU’s revenue and expenditure and the soundness of its financial
management, and thereby act as the guardians of the EU’s finances.

Regarding your query, since it has a very broad scope, we understood it as
requesting access to documents that refer to public display of information
concerning EU funding support for programmes or actions.

In this respect, please note that beneficiaries often have an obligation
prescribed by regulation or contract to publicly acknowledge the support
received from the European Union for projects co-financed through EU
funds. Such an example is Regulation (EU) No 1303/2013 laying down common
provisions for structural funds. The provisions of ANNEX XII “INFORMATION
AND COMMUNICATION ON SUPPORT FROM THE FUNDS” of that Regulation establish
the responsibilities of the Member State, of the managing authority and of
the Beneficiaries on the matter, including, for instance, the
responsibility to display the Union emblem. However, such publicity
requirements may vary, depending on the EU fund that is financing the
project, and, to this end, such requirements are spelt out in detail in
the provisions of each relevant EU act and/or, as the case may be, of the
national laws implementing the EU legislation, establishing the
corresponding EU funding.

To the best of our knowledge, the ECA does not produce documents
containing such requirements of public acknowledgement of EU financial
support. However, it is not excluded that such information may be
contained in audit documents reviewed by the ECA in the course of its
audits. Nevertheless, given the fact that your query is very broad and
does not contain more specific elements so as to narrow down the search,
(e.g. information on the exact projects or type of projects concerned, or
the EU regulation referred to as the one authorising disbursement of funds
out of the European budget for the projects at hand, programming period),
we were not able to identify documents  which my contain the information
that you are interested in.

In this perspective, your query cannot be answered in a generic manner;
therefore, if you could specify or narrow down your request and provide
more information as exemplified above, we could may be able accordingly
revert with more detailed information on the publicity requirements
specifically applying to the funding in question.
