Public funding of political groups by European Parliament

Dear Ms Hess,

Further to your request for documents containing information on the
funding of political groups of the European Parliament, Parliament would
like to inform you about the following:

Budget allocations to political groups and non-attached Members are
subject to decisions laid down by Parliament's Bureau. The rules governing
those allocations were adopted with the [1]Bureau decision of 30 June 2003
- Rules on the use of appropriations from budget item 400.

According to the Union’s [2]general budget, the expenditure relating to
the political and information activities of the political groups and
non-attached Members amounts to €67.5 million for 2024, as indicated
[3]here in Title 4, Chapter 4.0 under item 400 (page 79). This expenditure
amounted to €66 million in 2023, €66 million in 2022, €65 million in 2021
and €65 million in 2020.

More information regarding the funding of political groups can be found in
[4]this briefing authored by European Parliament’s Research Service, in
particular under the section “Financing and staff”.

Please note that the administration of the European Parliament does not
normally hold any documents in relation to the use of funds under budget
item 400 by the political groups. Indeed, the political groups are
themselves responsible for the allocation and use of such funds, in
application of the principle of indirect management of funds (Article
62(1)(c) of [5]Regulation 2024/2509), while the administration only
conducts general consistency checks on the annual financial and audit
reports.

Therefore, in order to receive more information and documents on the use
of such funds by the political groups, we invite you to directly contact
the individual political groups.

The annual accounts of all political groups, which also provide data for
budget item 400, are regularly published in Parliament's website since
2001. You can find them [6]here.

Moreover, the lists of awarded contracts by each political group, with
value more than 15000€ are published in Parliament’s website and they are
available [7]here in the bottom of the webpage.

On this basis, Parliament considers your application handled and the
