Dear Communications Networks, Content and Technology,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- The list of invitees and/or attendees at the five "reality check" workshops organised by DG Connect in September in the framework of the Digital Omnibus.
- The organisations/companies/associations these invitees represent.

Yours faithfully,

Bram Vranken

CNECT-PUBLIC-ACCESS-TO-DOCUMENTS@ec.europa.eu,

Dear sir or madam,

We refer to your request for access to documents, registered under the
reference number 2025/5296.

Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires today.

An extended time limit is needed as different services need to be
consulted.

Therefore we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) 1049/2001 regarding public
access to documents. The new time limit expires on 27 November 2025.

We apologise for this delay and any inconvenience this may cause.

Yours faithfully,

DG CONNECT Access to Documents Team

Dear Communications Networks, Content and Technology,

Many thanks for your response.

My request with reference number 2025/5296 filed on 16/10 has a very limited scope both in content as well as in time as it only asks for the affiliation of attendees who attended the reality checks organised by DG Connect.

Article 7(3) of Regulation (EC) 1049/2001 states that only in "exceptional cases, for example in the event of an application relating to a very long document or to a very large number of documents the time-limit provided for in paragraph 1 may be extended by 15 working days". That is is clearly not the case here. Moreover, DG Connect has not given detailed reasons for the delayed response as required by Article 7(3).

As the European Ombudsman has repeatedly stressed, access delayed is access denied.

As the Commission is preparing a 'simplification' of the EU's digital legislation in the upcoming digital omnibus expected on 19/11, it is of the utmost importance to know which interests the Commission has consulted in its decision-making-process.

Your prompt response would therefore be appreciated.

Yours faithfully,

Bram Vranken
