This request includes records relating to:

Galileo or other GNSS disruption events affecting vessels
Maritime satellite surveillance interruptions
Navigation anomalies attributed to spoofing or interference
Coordination with EU member states or agencies regarding such incidents

If full disclosure is not possible, I request partial access with appropriate redactions in accordance with Regulation 1049/2001.

I request that responsive documents be provided electronically where possible.

Dear European Maritime Safety Agency,

I submit a confirmatory application under Article 7(2) of Regulation 1049/2001.

I respectfully request review of the decision to deny partial access to the identified documents.

The decision acknowledges that responsive documents exist, including incident reports, situation summaries, internal communications, and briefing materials. While I understand the application of Article 4 exceptions to operational details, personal data, and ongoing investigations, I am not convinced that every portion of every responsive document falls within those exceptions.

I respectfully request reconsideration of whether high-level information, document metadata, titles, dates, document registers, executive summaries, statistical information, or other non-sensitive portions may be released without undermining the protected interests identified in the decision.

I also request consideration of whether anonymization or aggregation could permit the disclosure of at least partial information regarding the scope and nature of GNSS interference incidents reported to EMSA.

Accordingly, I request a review of the refusal of partial access.
