Recycling in Hotels, Hostels, B&Bs and other

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

I would like to know why are recycling policies (sorting waste) not enforced by any accomodation providers throughout EU. As an EU citizen, recycling is part of every day life and sorting waste is 2nd nature. But, to any hotel I go to, regardless wether is bussiness or travel, there's just a single trash can where everything is thrown...
PS: I'm 45 years old and have traveled to hunderds of hotels to most of Europe, and with a few minor exceptions, there seems to be no concern to sorting / recycling.

My simple question is: why are there no rules for waste management enforced?
