Dear Secretariat General of the European Commission,

The Committee of Ministers of the Council of Europe holds the distinguished role of supervising the execution of judgments emanating from the European Court of Human Rights (ECtHR).

Ukraine's adherence to and execution of these judgments is a matter of considerable importance and contention. This burgeoning public interest underscores the urgency and relevance of the request herein.

I invoke Article 19 of the Universal Declaration of Human Rights, ratified by the United Nations General Assembly Resolution 217A on December 10, 1948, alongside the European Convention on Human Rights dated November 10, 1950. These cardinal documents underscore every individual's inalienable right to receive and disseminate information without any impediment by public authorities, irrespective of international boundaries.

According to the right of access to documents as enshrined in the EU treaties and as further articulated in Regulation 1049/2001, I hereby request documents that encapsulate the following information:

(1) Kindly provide exhaustive details concerning the totality of European Court of Human Rights (ECtHR) judgments that remain unexecuted by Ukraine. Additionally, please elucidate on the state's aggregate financial liability or outstanding debt in connection to these unexecuted judgments as of the date this request is addressed.
