Requests of permission to receive gifts, and gifts refused

Sir/madam,

This is a request under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001.

According to the guidelines on gifts and hospitality, DG-Energy staff are expected to request permission to receive gifts. I am requesting copies of such requests made in the past 3 years, along with the outcome.

My understanding is that these requests are now recorded through "Sysper2 – My Ethics file – Ethics request". However, please also look elsewhere for documents as appropriate.

In addition, staff are expected to notify their superiors in writing of gifts which they have refused. I would also like to receive copies of such records of refusals, again covering the past 3 years.

We refer to your e-mail dated 15/04/2013 in which you make a request for access to documents, registered under the above-mentioned reference number.

Your application has been dealt with by the Human resources unit of DG ENER and we would like to inform you of the results of the research on your specific questions:

No requests from DG ENER staff have been introduced during the requested period, i.e. since 01/04/2010, neither in Sysper nor in paper. Therefore, no copies of such requests can be provided. With regard to certain gifts which are collected during a limited period directly by OIB, you have been directly informed by OIB. We understand that the OIB provided you with lists of gifts returned to them in the past three years. However, the origin (i.e. DG/staff member) is not registered by OIB. The gifts returned to the OIB are handed-over to Commission designated charities.

In this context, I should like to note that low value items such as catalogues, brochures, booklets used purely for information purposes are not considered as gifts according to the guidelines.
