Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
how the EU wants to put this topic on the top of its priorities list, if it keeps highlighting in every case, that this is a matter for the (often bias) national courts?
This sounds like simply talk with absolutely no intention of action!

Dear Madam,
The Citizens’ Enquiries Unit of the European Parliament (EP) has been
asked to reply to your request for information concerning the safeguarding
of the best interest of the child across the EU.
We would inform you that, in light of hundreds of petitions to the
European Parliament, a debate on the issue of safeguarding the best
interests of the child when it comes to decisions on parental custody and
adoption in cross-border cases was held on 27 April 2016. Subsequently, on
28 April 2016 the European Parliament adopted its [1]resolution on
safeguarding the best interests of the child across the EU on the basis of
petitions addressed to the European Parliament. Please refer to the full
text of the resolution for an overview of the position of the European
Parliament on this issue and the actions it calls upon on the part of
Member States and the European Commission to deal with the matter.
More information is available in the [2]EP press release of 28 April 2016,
in which MEPs stressed the need for children's interests to come first in
cross-border custody cases.
