Sanitary projects in Bolivia
Dear Secretariat-General of the European Commission.,
Under Regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents, I request access to documents related to OLAF’s investigation concerning EU-funded water and sanitation programmes in Bolivia associated with the following agreements:
LA/2017/390-223
LA/2019/410-047
LA/2019/409-406
I understand that certain documents may be protected under exceptions related to ongoing investigations. In that context, I request access specifically to administrative, procedural and coordination documents that may be releasable without affecting investigative activities.
1. Institutional Coordination with Bolivian Authorities
Documents identifying:
Which Bolivian institutions or authorities were formally contacted by OLAF in relation to this investigation
Which Bolivian institution currently acts as counterpart or interlocutor following the dissolution of the Ministry of Environment and Water (MMAyA)
Whether the Bolivian interinstitutional committee announced in November 2025 communicated formally with OLAF or provided reports, documentation or findings.
2. Scope of the Investigation
Documents clarifying:
Which projects, contracts or financing agreements are covered by the investigation
Whether projects publicly linked in Bolivia to the “Caso Coimas” form part of the scope reviewed by OLAF
Whether OLAF’s review concerns only the agreements:
LA/2017/390-223
LA/2019/410-047
LA/2019/409-406
or additional programmes, contracts or financing structures.
3. Communications and Responses
Administrative records or formal correspondence concerning:
Requests for information sent by OLAF to Bolivian authorities
Responses, reports or documentation provided by Bolivian institutions
Communications with the EU Delegation in Bolivia or AECID regarding institutional coordination related to the investigation.
4. Monitoring and Oversight Documentation Reviewed by OLAF
Documents or administrative records indicating whether OLAF reviewed, requested or received:
Results-Oriented Monitoring (ROM) reports
Monitoring mission reports
Mid-term or final evaluations
Oversight or supervision reports prepared by AECID, the European Commission or implementing entities in Bolivia
in relation to the agreements:
LA/2017/390-223
LA/2019/410-047
LA/2019/409-406
I also request any documents clarifying whether monitoring or evaluation mechanisms linked to these programmes were assessed as part of OLAF’s review of the case.
5. Findings and Irregularities Identified
Without requesting access to sensitive investigative evidence, I request access to any administrative or summary documents indicating:
The general nature of the irregularities under review
Whether the concerns identified relate to procurement, contracting, financial management, project execution or institutional oversight
Whether OLAF identified concerns connected specifically to the projects publicly associated in Bolivia with the “Caso Coimas”.
If access to certain documents cannot be granted due to protection of ongoing investigations, I request partial access to non-sensitive sections or administrative records that do not compromise investigative activities.
If any part of this request is considered too broad, I kindly request assistance in narrowing or clarifying the request in accordance with Article 6(2) of Regulation 1049/2001.
Thank you for your consideration.
Yours faithfully,
Lorena Rojas Paz
