selection process for the next Director-General of OLAF
Dear European Parliament,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Pursuant to Regulation (EC) No 1049/2001 regarding public access to European Parliament, Council, and Commission documents, I respectfully request access to the following documents concerning the ongoing selection process for the next Director-General of OLAF (European Anti-Fraud Office):
1. Candidacy of Joanna Krzeminska-Vamvaka
Please provide:
Any application documents submitted by Ms. Joanna Krzeminska-Vamvaka, including her CV, motivation letter, declarations of interest, and evaluation materials prepared by the selection panel;
Any shortlist or ranking issued by the independent expert panel in which her name appears;
Any internal notes, briefing papers, or meeting minutes discussing her candidacy, especially those addressed to or drafted by DG HR, DG BUDG, or the College of Commissioners.
2. Recommendation or Support
Please provide:
Any emails, memoranda, meeting records, or oral briefing summaries in which is mentioned as having recommended, endorsed, or commented on the candidacy of Ms. Krzeminska-Vamvaka;
Any internal correspondence or notes suggesting that institutional weight was given to views or that he was consulted in an official or informal capacity during the candidate evaluation phase;
Any ethics declarations or conflict-of-interest assessments addressing the relationship between Ms. Krzeminska-Vamvaka and Mr. Bianchi, particularly in light of their prior reporting lines at OLAF
3. Evaluation Criteria and Procedural Safeguards
Any documents describing the criteria used by the Commission or the selection panel to evaluate the operational track record of candidates (e.g. effectiveness of case management, outcomes of EPPO referrals);
Any guidance, decisions, or procedures put in place to prevent undue influence by current OLAF management in the selection of their potential successors.
I request access to the documents in electronic format (PDF or Word). If full access is not possible, please provide partial access or a list of withheld documents with reasons for refusal under Article 4 of the Regulation.
If necessary, I am prepared to clarify the scope or accept redactions that safeguard personal data in accordance with Regulation (EU) 2018/1725.
Public Interest Justification (if needed)
Given the importance of OLAF’s leadership in ensuring the credibility of the EU’s anti-fraud framework, there is a strong overriding public interest in the transparency of high-level appointments and in ensuring that the selection is based on merit, not internal influence.
