Dear Permanent Representation of Italy to the EU,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting information:

I read online From 2006 Smart meters are mandatory in Italy

The word 'mandatory' I am questioning
Is there an actual law ? If so what
If you cannot for health reasons such a EHS or do not want a smart meter how do People get around this , Can they opt out pay a fine ?
Are their exemptions ?
