Dear Spanish Government,

I am emailing today to ask a question about Smart meters in Spain

I am doing a small research project about European counties smart meter use and I wanted to make sure my information is up to date and accurate with the Spanish Government first.

I read online that Sweden was one of the first European countries to start rolling out smart meters and From 2003 legislations were adopted
I can also see on European county comparisons Sweden has 100% residential rate for smart meters

What is the 2003 legislation ?

Is there an actual law for Swedish residents to have a smart meter in their property ?

If you have Electro Hyper Sensitivity disability and are negatively affected by technology or if people simply do not want a smart meter how do Swedish people get around this?
Can they opt out ?
Is there a fine to pay ?
Are their exemptions ?

Please find below our answer to your questions below, with help from the
Swedish Energy Markets Inspectorate:

 

By the 2003 legislation, we assume the question is referring to the rules
that came into effect in 2009 and required monthly metering, which
resulted in the rollout of a first generation of smart meters.

 

One of the most central functions of an electricity metering system is to
measure energy consumption for billing purposes. This was also the main
goal of the large installations of metering systems that were carried out
in Sweden in connection with the introduction of requirements for monthly
metering in 2009. Requirements for monthly metering, i.e. that the network
companies should read the meter every other month, was introduced on 1
July 2009. Despite the fact that there was no requirement for remote
reading of metering systems in Sweden at that time, the vast majority of
Swedish network companies chose to install remotely read meters.

Today there are rules on functional requirements for metering systems and
metering equipment. These are regulated in the regulation (1999:716) on
metering, calculation and reporting of transmitted electricity. The rules
were issued in June 2018 and must be fulfilled no later than January 1,
2025. By then, electricity users must have had smart meters installed that
meet a number of functional requirements.

 

Exceptions to the functional requirements are regulated in 32 § of the
metering regulation. It states: Metering systems and metering equipment in
buildings and other facilities owned or managed by an authority do not
have to meet the functional requirements in 25–28, 30 and 31 §§, to the
extent that the authority judges that an exception to the functional
requirement is important for reasons of national security and requests
from the network company that the functional requirement be exempted.

 

This means that only authorities can request to be exempted from one or
more functional requirements if the authority deems it necessary. The
reason for the exception must also depend on national security.
