Dear Internal Market, Industry, Entrepreneurship and SMEs,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1. A list of all SOLVIT cases of the last three years, which were initiated through a complaint by businesses, business representatives or trade associations (legal person). Please include the case's reference numbers, titles and dates of issue, preferably in the format of xlsx,csv or json.
2. In the Action plan on the Reinforcement of SOLVIT (COM(2017) 255 final), the European Commission refers to one SOLVIT case in which „French aviation authorities had been blocking a Norwegian aviation company from operating domestic flights in France“ (page 3). Please send me the SOLVIT complaint by the Norwegian aviation company as well as subsequent communication between the European Commission and the French authorities.

SOLVIT represents a key instrument, which aims at preventing formal infringement procedures through cooperation between Member State institutions and the EU authorities. It is essential for the functioning of the European Single Market. Thus, there is a clear public interest in the disclosure of these information, in order for citizens to better comprehend the democratic decision making process. The transparency rules as set out in the Lisbon Treaty oblige the EU institutions to work as openly and as closely as possible to citizens.

I would like to ask you for some clarifications as regards your request.
If we could have a talk (or by email), it could enable me to understand
the exact documents you would like to have and the purpose if okay to you.
This way we can see together which documents are most useful for your
project and I can also determine if there is any additional information
that could be useful. When it concerns information about concrete cases, I
 already would like to inform you , as  the cases are handled by national
administrations (namely the national SOLVIT centres), we will, before
being able to give you the case information, also need the consent from
the Member States involved.
