Concerning case no. 2025/2453

Thank you for your message dated 6 May. I am happy to explain in more detail, what kind of documents I am looking for.
The request does not concern very specific documents about specific meetings. The scope is relatively broad. The Implementation Dialogues are a key part of the Commission’s way of working in this term. All Commissioners are supposed to organise two meetings every year with main stakeholder groups affected by EU policies, acquis and spending programs. Well into 2025, then, it must be assumed that the Commissioners have begun preparing such meetings, whether by itself or in dialogue with relevant stakeholders. The request concerns both exchanges to prepare implementation dialogues, as well as the dialogues themselves.
As for “stress testing”, which is the procedure through which Commissioners will assess the EU acquis to explore options for simplification, and which lies at the heart of the several ‘omnibuses’ under preparation by several Commissioners, the request concerns documents from any exchange related to said stress testing between representatives for interest groups/lobby groups, including employers’ organisations, and industry associations AND the European Commission, including Directorate Generals.
Given that the Implementation Dialogues and stress testing are both endeavours at the heart of the plans of the new Commission, it can hardly be the case that no exchanges of this kind has taken place.

Thank you for your reply yesterday to my letter of clarification six weeks ago.
You asked me to clarify which DGs or services I am targeting with my request. The question is puzzling insofar as all Commissioners have been asked to conduct the kind of ‘implementation dialogues’. Presumably, then, they are being considered or organized by their respective DGs (unless the cabinets have the capacity).

Since then I have provided precise information about the scope of the request, including details of implementation dialogues made public by the Commission. Clearly, this is a request that spans most if not all Directorate Generals.

So far, I have received interim replies from DGs MOVE, CLIMA, ENEST, ESTAT, AGRI, EAC, JUST, FISMA, HOME, RTD, DEFIS, ENER and COMP. In one case I have received the final replies with some documents.
