Subsidiarity grid
Dear Madam, Sir,
The Task Force on Subsidiarity, Proportionality and “Doing Less More Efficiently recommended in its July 2018 report that EU institutions should work on a common method or assessment grid to assess issues linked to the principles of subsidiarity (including EU added value), proportionality and the legal basis of new and existing legislation.
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- All letters, e-mails, minutes, papers, presentations, and other documents outlining the European Parliament's position and contributions to this common method / assessment grid.
- Other documents created in response to the Task Force report

Further to your application seeking public access to documents related to
the Task Force on Subsidiarity, Proportionality and “Doing Less More
Efficiently”, Parliament informs you that no internal work nor
contributions to the Task Force have been identified by Parliament since
the Conference of Presidents decided not to participate in the Task Force.

We also draw your attention to Parliament’s resolution of 13 February 2019
on the state of the debate on the future of Europe (para 15). Parliament
"takes note of the report of the Task Force on Subsidiarity,
Proportionality and ‘Doing Less More Efficiently’ of 10 July 2018,
presenting recommendations on a new way of working on subsidiarity and
proportionality; considers that many of these recommendations,
particularly regarding the role of national parliaments within the Union
and the advisability of reforming the early warning system, have already
been highlighted by Parliament; recalls that the Task Force found that
there is EU added value in all existing areas of EU activity and therefore
did not identify any Treaty competences or policy areas that should be
re-delegated definitively, in whole or in part, to the Member States;".
