Dear Council of the EU,
Under the right of access to documents as enshrined in Article 15 on the Treaty on the Functioning of the EU and Article 42 of the European Charter of Fundamental Rights, and as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
The status of the debates in the Council on the possible introduction of a tax on international financial transactions, and more concretely, which countries are in favour of the tax, and which are not. If possible, I would like to request access to Member States' arguments for and against the aforementioned tax.

In reply to your message of 30 September 2011, the General Secretariat of
the Council would like to inform you that the debate within the Council on
a possible introduction of a tax on international financial transactions
has not yet started. Therefore no document is yet available on this
issue.
The presentation of the Commission's proposal is scheduled to take place
in the relevant Working Party on 26 October 2011.
