This request concerns the EBA Academy project, operated by EIT InnoEnergy and co-funded by the EIT between 2022 and 2025.
Dear European Institute of Innovation and Technology,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
I am seeking information to clarify how the performance of the EBA Academy—particularly in relation to reported learner numbers—was defined, calculated, and verified.
Specifically, I am requesting access to the following:
A. Learner Statistics and Documentation
A full copy of Annex 7 as referenced in the “M36 EBA Academy Progress Report – February 2025”, which includes:
Number of learners per course/module
Completion and certification status (e.g. enrolled, completed, certified)
Breakdown by region or country
Date of training delivery
Any documents related to the verification, audit, or validation of the claim that 112,000 learners were trained by the EBA Academy.
B. Indirect Learner Claims
Any internal or external documentation defining or justifying the use of a 7:1 indirect learner multiplier, including:
Its origin or basis
Whether it was included in the original grant agreement, KPIs, or any amendments
Whether this ratio was accepted by EIT or the European Commission as a valid indicator of project performance
Any documents that describe how indirect learners were:
Counted or estimated
Verified or audited
Reported to funding authorities or included in performance reviews
Any clarification on whether EU funding disbursements were contingent upon achieving targets that include indirect learners, or whether only direct certified learners were used to assess project success.
C. KPI and Grant Framework
The original grant agreement, KPI framework, and any annexes defining the project’s key performance indicators, including:
The original and final performance targets (e.g. learner numbers)
Any revisions or amendments to these KPIs
Methods or benchmarks for tracking and evaluating these metrics
Any official monitoring or evaluation reports submitted to or by the EIT or European Commission assessing whether the learner targets and educational objectives were met.
I request that the documents be provided in electronic format. If certain documents are not held by your authority but by another relevant EU institution or service, I kindly ask you to forward the request as appropriate under Article 7(1) of Regulation 1049/2001.
If any information is considered commercially sensitive, I am willing to accept redacted versions as long as the key performance data are preserved.
