Traffic-light labelling discussions in Competitiveness (COMPET) meetings

The request was partially successful.

Dear Council of the EU,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting all documents regarding:

The meetings of the Council of the European Union's committee 'Competitiveness (COMPET)' which took place between January 30, 2008 and June 16, 2010, in which the 'Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers' was discussed, in particular those where a traffic-light or colour code labelling system was discussed or mentioned.

I am interested in finding out the positions of the Member States on the proposal to include a traffic-light labelling system.

Yours faithfully,

Luisa Izuzquiza

Dear Ms Izuzquiza,

Concerning your request reproduced below, could you please clarify what
you mean by "Council of the European Union's committee 'Competitiveness
(COMPET)'"?  The Council does not have such a preparatory body.  It has a
"Working Party on Competitiveness and Growth" which indeed uses the
acronym "COMPET".  On the other hand, the draft regulation you refer to
was not discussed in that working party but rather in the " Working Party
on Foodstuffs".  Therefore, we wonder what exactly you are referring to.

Also, as far as Council documents on this legislative process are
concerned, we would like to invite you to consult our Public Register
first:

[1]http://register.consilium.europa.eu/

You may want to search with the relevant "Interinstitutional File" number
(under "Advanced Search") which is "2008/0028".  All documents listed
there (with the exception of an opinion of the Legal Service) are already
freely downloadable.

If you haven't found there what you are looking for, we will be happy to
assist you further, once you have clarified the sense of your request, as
explained above.

Yours sincerely,

Dear Council of the EU,

Sorry for such a delayed response. Indeed, the Working Party I was referring to was the one on Foodstuffs. Therefore, permit me to redirect my request.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting the following documents:

- Minutes of meetings in which the Working Party on Foodstuffs discussed the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’, from January 30, 2008 onwards. I am particularly interesed in references to the “traffic-light” or colour-code labelling system.

- All position papers presented in the Woking Party on Foodstuffs’ during the discussions on the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’ from January 30, 2008 onwards, specifically those where Member States express their opinions and position regarding the traffic-light or colour code labelling system.

- All documents that indicate the names and functions of the Spanish representative taking part in the discussions on the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’ within the Working Party on Foodstuffs from January 30, 2008 onwards, and the Ministry he or she came from.

Yours sincerely,

Luisa Izuzquiza
