Traineeships In The Secretariat Of The European Parliament

We're waiting for Nasrullah Ali to read a recent response and update the status.

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents that contain the following information:

Article 1 of the "Internal Rules Governing Traineeships In The Secretariat Of The European Parliament" read with the Article 8 - 1b states regarding EU Schuman Traineeship that the Competent Authority can offer a limited number of traineeships to nationals of other countries and that the traineeships are open to all candidates, without distinction as to geographical, racial or ethnic origin, political, philosophical or religious beliefs, age or disability, gender or sexual orientation and without reference to their civil status or family situation

That said, I would like to request a document that mentions the following regarding the Schuman Traineeship from the years 2018-2022.

1) Number of total applicants for each vacancy.
2) Number of successful applicants for each vacancy.
3) Either the successful applicant is an EU citizen or a national of another country/Non-EU (name of the country is not necessary)

On a similar note: the article 8-1b states the following:

for a “Schuman” traineeship: be nationals of a Member State of the European Union or
an accession/candidate country in order to apply. However, the Competent Authority can
offer a limited number of traineeships to nationals of other countries;

I would like to seek a clarification/interpretation word "can". Does it mean that the Competent Authority would offer a traineeship whenever they feel like doing it?

Since non-EU applicants also apply for the traineeship, are some positions reserved for the applicants from such countries?

Yours faithfully,
Nasrullah Ali

Dear Mr Nasrullah,

in light of your request, Parliament informs you that it does not produce
the kinds of statistics you are interested in. On the other hand, and with
regard to your second point, please be informed that there is one
successful candidate for every vacancy.

Persons who do not hold Union citizenship can be offered traineeships
where their selection is linked to the nature of the unit's work and where
such a selection can be justified by the interest of the service. Please
also see [1]this website for further information, as well as the
[2]internal rules governing traineeships.

With this response, Parliament considers your request as handled and the
file as closed. Please do not hesitate to [3]request access to any other
specific Parliament documents you may be interested in.
