I refer to your request for European Commission documents registered on 6 May 2024
under the above-mentioned reference number.
You requested access to the latest version of
“the document, formally known as the Global
Approach to Migration Management (GAMM) update, covering dialogues and processes
since 2005, that provides a state of play on the externalisation of migration and is sent to
the delegations”.
The following document has been identified as falling within the scope of your application:

f Ares(2024)4405645. Having examined the identified document under the provisions of Regulation (EC) No
1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding
public access to European Parliament, Council and Commission documents (hereafter
'Regulation 1049/2001')1, I regret to inform you that your application cannot be granted.
The document which you seek to obtain provides a detailed overview of the EU high-level
engagement world-wide and contains sensitive information related to events between the
EU and third countries in respect of migration. The disclosure of this document would allow
for comparison of the EU’s engagement between countries and regions (existence of
engagement with certain partners, the levels of engagement, more or less engagement, more
or less high-level visits, etc). This could undermine the EU’s international relations with
some third countries.

In accordance with the third indent of Article 4(1)(a) of Regulation 1049/2001, “[t]
he
institutions shall refuse access to a document where disclosure would undermine the
protection of […]
the public interest as regards […]
international relations”. Given the
sensitive content of the requested document, I consider that it falls under this exception.
I have also considered whether partial access could be granted to the document requested.
However, my assessment showed that the considerations mentioned above apply to the
entire content of the document.
In accordance with Article 7(2) of Regulation 1049/2001, you are entitled to make a
confirmatory application requesting the Commission to review this position.
Such a confirmatory application should be addressed to the Secretariat-General of the
Commission within 15 working days upon receipt of this letter. You can submit it by mail,
