Dear Madam, Sir,

Regulation (EU) 2017/1953 set up the WiFi4EU initiative, which provided financial support to municipalities that set up a public WiFi network. The municipalities were required to keep the network online for at least three years.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- All documents with an overview of municipalities that have received financial support in the form of the WiFi4EU voucher, and which of these municipalities maintained their WiFi network over the course of time.
- All documents related to non-compliance of municipalities with the WiFi4EU conditions.

Only digital copies are required, please consider the environment by not sending me any physical mail.

Thank you for your reply to my request regarding WiFi4EU. I appreciate that you provided some information in the form of a spreadsheet.

I have a request for clarification though. You wrote: “It is also noteworthy that, in November 2023, HaDEA estimated that 85% of the municipalities that had reached the end of their 3-year legal obligation were continuing to provide this connectivity service to their citizens and visitors, as reported in Agency’s remote monitoring system.”

For HaDEA to make such an estimate, wouldn’t there be documents which are the source for that document? And wouldn’t the mentioned monitoring system’s report fall under my request for documents?

We are writing in relation to your follow-up question concerning the
WiFi4EU initiative.

 

In this regard, we would like to inform you that there is no existing
“document” underpinning the estimate you refer to. The Agency’s
calculation was based on raw data extracted from our remote monitoring
system in November 2023. The data was then processed and resulted in the
estimated percentage of WiFi4EU networks still reporting daily connection
in municipalities after they had reached the end of their 3-year legal
obligation.

 

Our remote monitoring system “reports” data on a daily basis but this does
not lead to the production of a document as such as the data are
incorporated in a dashboard of indicators.
