Summary
On 22 March EU CT Coordinator Gilles de Kerchove (GdK), DG HOME Deputy Director General
Olivier Onidi (OO) and EEAS Head of CT Division
conducted the EU-US
Counter Terrorism (CT) Dialogue led on the US side by the State Department CT Coordinator Nathan
Sales on 22 March. The EEAS HQ reported on the Dialogue separately1.
On 21 and 22 March GdK, OO and
had bilateral meetings at the Department of Homeland
Security, the Department of State, the Department of Justice, the White House National Security
Council, the National Counter Terrorism Centre and Palantir Technologies. They also met with EU
Ambassador to the United States Stavros Lambrinidis and had a roundtable discussion with
experts at the Center for Strategic and International Studies (CSIS).
The main topics discussed included the security risks as well as the opportunities associated with
new technologies such as artificial intelligence (AI) and 5G, information exchange including
battlefield information and PNR, radicalisation and terrorist content online, and the Visa Waiver
Program.

6. Palantir Technologies
Palantir's Director of Engineering Aki Jaid briefed on the company origins, evolution, vision and products.
Palantir Technologies is a private US software company specializing in big data analytics, including
developing platforms fusing the data from multiple resources into a human-centric model. Palantir's original
clients were federal agencies of the US Intelligence Community. It has since expanded its customer base to
serve state and local governments, as well as private companies in the financial and healthcare industries.
Palantir representatives demonstrated their Products Gotham and Foundry using real case scenarios.

Palantir Gotham is used by counterterrorism analysts in the Intelligence Community and the Department of
Defence, fraud investigators at the Recovery Accountability and Transparency Board and cyber analysts at
Information Warfare Monitor. Palantir Foundry is used by corporate clients such as Morgan Stanley or
Airbus.
